MINUTES

June 9, 2025

The regular meeting of the Jacksonville Public Library Board of Trustees was held on June 9, 2025, in the conference room of the Jacksonville Public Library.  The following Trustees were present: President Mary Fergurson, Laura Bandy, Noel Beard, Beth Capo, Kevin Eckhoff, Lisa Haley, Forrest Keaton, Elizabeth Kennedy, and Katie Weeks.  The following Trustees were absent:  None.  Library Director Jake Magnuson was also present.

President Fergurson called the meeting to order at 5:00 p.m.

Public Comments:  None

Approval of Minutes:

On motion by Eckhoff, seconded by Beard, and carried, the minutes of the May 12, 2025, meeting of the Board of Trustees were approved as circulated.

Financial Reports:

The financial reports and bills were reviewed.  On motion by Capo, seconded by Kennedy, and carried, the financial reports for June 2025 were approved and all properly approved bills and payroll for June 2025 in the total amount of $56,942.30 are to be paid out of general funds as funds are available.

Keaton reported the Endowment Fund market value was $2,450,543.92 as of May 31, 2025, and noted that, after taking into account $29,399.89 of cash disbursements since December 31, 2024, the market value had increased by $57,180.18.00 since December 31, 2024.

Keaton also reported that, on June 11, 2025, U.S. Bank Private Wealth Management will be making a required distribution of $59,631 from the Endowment Fund to the Library’s CNB Bank & Trust account. 

Director’s Report

Magnuson reviewed the Director’s Report for May 2025.  He reported that, with the end of the school year, the Library had become busier.

Magnuson reported that he and Heidi Estabrook had met again with Clair Peak, the Community Health Consultant at Memorial Health concerning the Library acting as a distribution point for mental health kit bags.  He indicated that the program would be starting early in August and discussions about the expectations and checkout procedure are continuing.

Magnuson reported that Tim Powell Painting had worked on finishing the painting but that final completion is waiting on delivery and installation of the patio replacement window that was ordered by Neff-Colvin in March.

Magnuson reported that he talked with Doug Megginson about downspouts emptying too close to the building.  He hoped Megginson and Doyle Plumbing can figure out a way to route the downspout by the staff entrance to permit concrete to be poured and finish that project.

Magnuson reported that, on May 15, following a planned outage by i3 Broadband, it was discovered that the static IP address being used by the Library was no longer owned by i3 Broadband.  With Matt Martin’s assistance, steps were taken to switch the Library to an updated IP address.

Magnuson reported that the flooring in the entryway between the sets of doors from the patio was starting to raise and created a tripping hazard.  He reported that he had received a proposal for replacement of the flooring with walk-off carpeting from Sablotny Floors.

Magnuson reported that Green Works had spent several days at the Library weeding, spreading new mulch, tilling, and getting the garden area ready for the Garden Club.

Magnuson reported that the board of the Friends of the Jacksonville Public Library met on May 15 and will be meeting on June 26 for the election of new board members and officers.

Magnuson reported that he had appeared in the regular monthly segment on WLDS radio and that the Jacksonville Journal-Courier had published a featured article on May 31 concerning summer reading suggestions.

Magnuson reported that he had attended the RAILS Member Update on May 14 where the Director of the Illinois State Library gave a presentation on the status of the funding from the Institute of Museum and Library Services.

Magnuson reported that, in May, Ali Jones had 23 different appointments with various patrons for help with technology, job searches and resume building.

Magnuson reported that the May Adult Craft Night registrations were filled with 10 registrants and an encore craft day was also filled with 10 registrants, plus 3 walk-ins.

Magnuson reported that Librarian Laura Keyes held a zoom program on May 21 in which she portrayed “The Woman”, Irene Adler, Sherlock Holmes’s love interest. The program was attended by 15 patrons, i.e., 3 on-site at the Library and 12 from home.

Magnuson reported that movie night was held on May 28 with 19 patrons attending the viewing of “Wicked.”

Magnuson reported that Jones visited The Point on May 15 and spoke to residents.  She will be going to The Point from noon to 2:00 p.m. on the third Thursday of each month.

Magnuson reported that Heidi Estabrook had shared Jones’s informational flyer with the newly-hired activity director at Cedarhurst and that Jones is waiting to hear about possible dates and times for tech sessions at Cedarhurst.

Magnuson reported that Jones had applied for a summer reading grant through Dollar General to assist with snacks, prizes, and new titles for the bookmobile program. He reported that the Library had been awarded $500 under this grant program.

Magnuson reported that Estabrook had taken books and DVDs to all scheduled residential facilities and homebound patrons in May.  He reported that the Library wrapped up outreach delivery to the Illinois School for the Deaf for the 2024-25 school year, with a total of 60 student library cards issued and 350 checkouts.

Magnuson reported that programming attendance for Youth Services started to pick up in May with more families attending Storytime, more TAB kids able to make it to meetings, and 18 people attending Youth Craft Night.

Magnuson reported that all 60 make-and-take crafts were taken, and Courtney Langdon had to print a few more.

Magnuson reported May was spent getting ready for Summer Reading and that numerous program calendars have been obtained from the Library.

Magnuson reviewed the Comparative Service Report for May 2025.

NEW BUSINESS

Lost and Found Policy

Magnuson provided a draft of a Lost and Found Policy.  Following discussion of the need for the policy, it was recommended that Magnuson consult with the City Attorney, particularly as it relates to compliance with Illinois law regarding claiming and disposition of found property.

Entryway Carpet Proposal

On motion of Haley, seconded by Weeks, and unanimously carried, the Board of Trustees approved the proposal from Sablotny floors for replacement of the flooring in the entryway between the doors from the patio with walk-off carpet in the amount of $1,619.07.

ADJOURNMENT

There being no further business, on motion made by Bandy, seconded by Kennedy, and carried, the meeting was adjourned at 5:34 p.m.
