MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES OF THE JACKSONVILLE PUBLIC LIBRARY

SEPTEMBER 21, 2026

The regular meeting of the Jacksonville Public Library Board of Trustees was held on September 21, 2026, in the conference room of the Jacksonville Public Library.  The following Trustees were present: Board Trustee President Mary Fergurson, Laura Bandy, Noel Beard, Forrest Keaton, Elizabeth Kennedy, and Katie Weeks.  The following Trustees were absent: Beth Capo, Kevin Eckhoff, and Lisa Haley. Library Director Jake Magnuson was also present.  

President Fergurson called the meeting to order at 5:00 p.m.

MINUTES OF AUGUST 10, 2026 BOARD MEETING 

On motion of Weeks,seconded by Beard,and carried, the minutes of August 10, 2026 meeting of the Board of Trustees were approved as corrected. 

FINANCIAL REPORT 

The financial reports and bills were reviewed. On motion of Beard, seconded by Kennedy, and carried, the financial reports for September 2026 were approved, and all properly approved bills and payroll for September 2026 in the amount of $83,265.65are to be paid out of general funds as funds are available. 

OLD BUSINESS 

No old business.

NEW BUSINESS 

Non-Resident Card Program Renewal

On a motion of Keaton, seconded by Bandy, and carried, the Non-Resident Card Program was renewed for another year.  The fee will remain at $80 for the upcoming year.

Board Member Terms Expiring, Capo, Keaton, Kennedy

Board of Trustee Members of the Jacksonville Public Library Beth Capo, Forrest Keaton, and Elizabeth Kennedy all opted to renew their respective board member terms.

Library Director’s Performance Review

On motion of Weeks, seconded by Kennedy, and carried, the Board of Trustees of the Jacksonville Public Library went into closed session at 5:12 p.m.

On a motion of Bandy, seconded by Weeks, and carried, the Board of Trustees returned to open session at 5:45 p.m.

On motion of Kennedy, seconded by Bandy, and carried, the Board of Trustees approved the evaluation of the Library Director as presented with a raise recommendation to be presented to the board as part of the budget prepared by the Finance Committee at the November meeting.

ADJOURNMENT 

There being no further business, on motion of Keaton, seconded by Kennedy, and carried, the meeting was adjourned at 5:53 p.m.
